Accelerating Technology Adoption in Government

Accelerated Readiness: Elevating Human Performance

Throughout government, collaboration to address urgent mission demands across the Department of Defense (DOD) and healthcare is helping cut the time needed to adopt emerging technology. From first responders to frontline warfighters, the opportunities for human performance technologies to accelerate training and recovery are immense. Let’s use the example of the warfighter to dig deeper. Stresses on the warfighter today—from longer and more frequent deployments and higher levels of fatigue and sleep loss to worsening injury risks and cognitive challenges—are hindering the preparedness of DOD forces to execute missions.

An increasingly effective way to accelerate readiness is with human performance technologies that provide the support tactical athletes need to excel. Recent advances in wearable devices, AI, and extended reality are enabling solutions that help warfighters and first responders sustain high levels of physical and mental resilience. In this arena, technology adoption success shows the value of leveraging the full strength of the national tech ecosystem and compressing lifecycle phases like testing and mission customization into a single process. This approach is bringing insight-driven readiness to the mission faster—all to mitigate injury risks, speed recovery time, and deliver holistic assists to warfighters’ cognitive and overall wellbeing.

Use Case: DOD Warrior Games Challenge

The latest generation of health trackers enables individuals to operate at their best through unlimited access to key data—and mission applications are rapidly coming into focus. One example: In June 2023, ĢƵ Allen served as a tech integrator for the DOD Warrior Games Challenge in San Diego, California. In collaboration with , a leading developer of wearable technologies, ĢƵ Allen human performance experts helped veteran athlete participants use Oura Rings to gather and analyze metrics about their sleep quantity and quality, readiness, and recovery. The collaboration between ĢƵ Allen and Oura demonstrated how partnerships between industry and leading commercial tech innovators can help bring emerging technology to life, as solutions are tested and optimized side by side with DOD in a host of mission-relevant environments.

Leading up to and throughout the Warrior Games Challenge, athletes, coaches, and medical providers were provided with team summaries of biometric facts, including quantitative outputs on sleep, readiness predictors such as resting heart rate (RHR) and nocturnal heart-rate variability (HRV), and qualitative reports from athletes on key human performance indicators (e.g., physical, pain, nutrition, energy). This feedback was provided to help equip support staff and athletes with critical information on readiness, recovery, and performance optimization strategies pre-, during, and post-games.

Through interview statements during the Challenge, many participants shared that they drew parallels with how these readiness insights would apply in training for real-world conflict. In broader use, organizations can blend this type of data snapshot into dashboards that support large-scale decision making about training, deployment, and overall force fitness. Measuring and improving training protocols in this way—with a holistic, flexible, and realistic technology platform—is quickly emerging as the future of accelerated readiness strategies.

“ĢƵ Allen is proud to be the leading provider of analytics-driven training solutions to DOD to enhance performance, drive real-time insights, and give service members the power to master the mission. These insights prepare warfighters, analysts, and astronauts to perform at their maximum potential, build resilience, and realize major improvements in their wellbeing over time.”

Isn't it frustrating when you're on a call, maybe a video call and someone cuts out? Okay, that's frustrating. Imagine if you're in the middle of a procedure and your colleague is telling you, cut right there. Don't, and the video cuts out. We're trying to prevent that. As a retired firefighter, when you're out in the field, you have only so many tools in your toolbox. What can the first responders do to help each other with a limited set of resources?

To be able to do that over a network to guarantee and prioritize that traffic in a very congested and challenging space is super promising. This is just a new way for them to be able to adopt remote medical assistance to the experts that might be needed when you have limited resources on the ground.

Well, the mobile medic prototype leverages volumetric video. You can create a better visual and realistic depiction of what's actually occurring on the remote end, which is obviously critical when you're talking about telementoring- or telemedicine-type scenarios. Some of the challenges our customers have come down to point of need care.

The person is mostly trained up on what they need to do, but this is a specific use case where they're not fully aware of what the next steps are. The challenge comes in when the network isn't stable enough for the mentee to have a real-time communication with the mentor in the way that they need it.

Shabodi application enablement platform unleashes the power of advanced networks. We do this by enabling applications to interact with the network. Shabodi application enablement platform helps operators to monetize on the 5G networks and helps customers to maximize on their 5G investment.

If you have a mission-critical application that you don't want it to fail, the application can now request services like quality on demand and say, Hey, I need this amount of bandwidth for this amount of the time.

Using Shabodi's platform with an application that's network-aware can guarantee the user experience that's required so that there's no hiccups or issues with the overall application. The 5G Lab was started three years ago to really bring startups in front of infrastructure providers, the telecommunications companies.
They're really interested in what are the startups that are meaningful that utilize 5G and the benefits of it. What's really exciting about working and collaborating here with Shabodi and the OIL is the ability to work within this 5G innovation ecosystem.
This is an an extremely exciting time because we're seeing the confluence of a lot of different technologies all coming together, and I think if done right, we can really provide benefit to our clients, our country, and society overall.
